After the transaction of any morning business (not to extend beyond one hour), Senate will continue consideration of the motion to proceed to consideration of HR 674, 3% Withholding Repeal and Job Creation Act. At 12 pm, Senate will begin consideration of the nomination of Evan Jonathan Wallach, of New York, to be United States Circuit Judge for the Federal Circuit, with a vote on confirmation of the nomination at approximately 12:15 pm

La justicia sin fronteras La Corte Penal Internacional es el último recurso que muchos países tienen para combatir la impunidad de los crímenes contra los derechos humanos. Este concepto de jurisdicción universal abrió la posibilidad a tribunales nacionales de sancionar violaciones de los derechos humanos cometidos fuera de competencia territorial. Baltasar Garzón armó el primer caso en el que se ha aplicado el principio de la jurisdicción universal a un ex Jefe de Estado. La actuación de Garzón en el caso del exdictador chileno Augusto Pinochet, supuso un hito en la historia del derecho. Este caso aportó un gran avance en la persecución de los crímenes internacionales contra los derechos humanos al fundamentar la declaración de extradición en la comisión de crímenes internacionales, que no estban cubiertos por la inmunidad que el derecho internacional otorga a los ex Jefes de Estado. Como es sabido, por razones de humanidad, el Gobierno de su Majestad británica decidió autorizar el retorno del declarado extraditable a su país (marzo del año 2000). Esta autorización permitió solucionar un punto de conflicto entre Inglaterra y Chile, cuyas históricas relaciones de amistad ambos Estados tenían seguramente interés en preservar. Jazz Broadcaster Willis Conover Remembered

Legendary VOA jazz broadcaster Willis Conover was honored by a Congressional Resolution declaring April 25, 2009, as “Willis Conover Day” and also remembered at a Big Band Jam on the National Mall recently. Conover, who joined VOA in 1955, introduced American jazz to millions of listeners around the world during his long career, particularly to those living behind the Iron Curtain. He also worked to spread jazz in the United States, hosting many famous jazz festivals and concerts. Even though he died in 1996, his legacy lives on as we see in this report produced in collaboration between VOA’s ethnomusicologist Brian Q. Silver and photographer Mike Burke.

In 2008, Barack Obama seemed like a saviour; a man of character who would put an end to the corrupt and undemocratic practices in Washington’s corridors of power. A man with a conscience who promised to close Guantanamo, end torture and other unconstitutional activities, and bring the troops home. But two years on we can see that Barack Obama has broken most of his promises and betrayed all those who put their faith in him, especially the black community, the poor, and the unemployed. Far from becoming a better country, the pace of America’s economic and moral decline has increased. Obama has upped military spending to unprecedented levels, further dismantled democratic institutions, sold out to the lobbyists, increased troop numbers in Afghanistan, engaged in deeply immoral arms sales to totalitarian regimes like Saudi Arabia, completely failed the demonstrators on the streets of the Middle East from Tunisia to Yemen, increased drone attacks in Afghanistan and northern Pakistan that kill scores of innocent people, not revoked the Patriot Act and other fascist legislation, not prosecuted the members of the Bush regime, and actively sought to hunt down anyone who exposes or resists his imperialist ambitions, first and foremost, Julian Assange of Wikileaks, and Bradley Manning, who is being kept prisoner without charge under inhumane conditions comparable to those found only in the countless dictatorial regimes the US supports around the world (eg Egypt under Mubarak, etc
